The Domestic Shipping Licensing Board (Lembaga Pelesenan Perkapalan Dalam Negeri, LPPDN) has appointed P&I Malaysia, an agency under the Ministry of Transport, to carry out checks on the insurance documents submitted with Domestic Shipping Licence (DSL) applications.

Licence types and duration

| Unconditional | 2 years | Malaysian registered, vessel under 8 years, meeting the Bumiputera participation and Malaysian crew criteria |
| Unconditional | 1 year | Malaysian registered, vessel 8 to 20 years, meeting the same criteria |
| Conditional | 1 year | Malaysian registered, criteria not met, or vessel over 20 years |
| Conditional | 6 months | Malaysian registered with no Malaysian rating crew on board (up to 3 times) |
| Temporary (Provisional) | 6 months | Malaysian registered under a Provisional Registration Certificate |

Applications go through eDSL
DSL applications are submitted online to the Domestic Shipping Licence Board through the eDSL system operated by Jabatan Laut Malaysia.
